Adults as in over 18 and children as in under 12. Children under twelve would have a very different notion of love than an adult. Children can love an adult, yes, but it's the family kind of love, not the sexual kind. This is why there are strict laws all over the world regulating the Age of Consent, which is the age when you are allowed to consent to sex.
