Yes and no. Ever since about 6 months before puberty girls start to produce a substance from there breasts. Many girls see it when they squeeze their nipples and something that looks like thick puss comes out, is in fact dried up milk. since the body isn't sending hormones and chemicals to create a liquid substance, the stuff remains a thick substance.
