I'd be surprised if there was any way of telling whether foot and footwear fetishism is hereditary or acquired. By the time it emerges, an individual has had some years at least of nurture, of experience, of influence. It may be some consolation to know that in various forms these fetishes seem to be quite common. When, in the 1960s, what already then were called 'kinky boots' (for women) came on to the market they were immensely popular. If you mean "why do some men have a male foot fetish" then this is a good question, and a surprisingly common phenomenon in straight men! I am a gay guy, and have a foot fetish myself, so I have come across lots of straight men who have massive fetishes for male feet despite being into women! I am no psycologist, but (according to experts) most foot fetishes are said to stem from the experiences/discoveries of an infant, which (when pleasurable or non threatening/comforting) forms a subconcious bond or connection to a specific object/or thing. If you think about it, a fetish starts in much the same way as a phobia which is just as irrational, but associated with fear/discomfort instead of pleasure/comfort. A lot of people will forget the trigger/occasion that began a fetish or phobia during infancy, but the brain will still be "wired up" to respond to the certain object with feelings of love and infatuation, or fear. The foot fetish may come from curiosity of the infants own feet, or another present male (his father, grandad, older brother etc) way before sexuality even really matters to a boy, or indeed, way before an infant boy even comes to realise what sex he is conciously. For this reason I believe that as a boy grows up, the infatuation with feet remains something which, in his mind, is an exception to the stigma's of gender or sexuality depending on how the initial experience played out during that early stage of infancy. I wouldn't say "everybody" but most people have fetishes, considering a fetish is something that causes "erotic behaviour" it isn't that different. Think about it this way, everybody has a preference whether it be breasts, butt, feet or body type. When they see what they prefer it can cause "erotic behaviour."
