peoples boobs do grow at different times most girls start developing at the age of 12 till they are 17 and sometimes older your body is changing at different rates to other girls. and you many think they have small boobs but they are still developing. Even when you get your period they will still grow so dont worry they will come naturaly in there own time. 14 year old girls are still going through puperty so they will still be growing.
