I don't know where you're going with this, so I'll give you 2 answers:

1. 1cc=1ml, so if you meant how many cc in 25ml, your answer is 25

2. The next answer is a little more conveluded, due to the amount of variables you're dealing with. The mass of a liquid by its volume is dependent upon the density if said liquid. For water, 1ml(or 1cc) is 1g, so for 25mg(.0025g) of water at standard conditions(25C and 1ATM pressure), the volume would be .0025mL

If you are instead reffering to a non-water sollution, you need to know a few variables. The most important is the amount of solution per mL. If the concentration is 1mg for 1ml, then the answer is 25cc. So once you know the amount of mg in each ml of sollution, the answer is very easy to find. You just take the # of mg per ml, then divide the 25mg by that number, and you get the number of ml for 25mg. Since cc are ml, you have your answer.

In short, there is a simple equation: 25/(# of mg per mL of solution)= cc of solution
