It depends of what your orthodontist or dentist recommend. But most of the times, you have a retainer to wear for a few years, and a retaining wire behind your front teeth (upper and/or lower) that you most likely to wear all your life.

No because when you are removing the retainer it can quite easily get caught on the tongue ring. This will cause pain and displeasure, it can even rip the ring out. An infection is also much more likely to occur because you produce far more saliva with a retainer.
Generally, unless the fees are excessive, attorneys are free to charge as much or as little as they want, and do so with whatever fee schedule they want. If the client does not like the billing method, they can hire a different attorney. It is common for attorneys to charge a set retainer that they bill against. Once that retainer has been used, they would then ask that the retainer be replenished.
