The Fertility rate is the rate of birth's to death's of a group, country or whatever is being calculated.

You see some countries, like China, N. Korea, Cuba, the former Soviet Union used these figures to decide if they needed to restrict birth's. Example of this is China which allows 'one' child born per family, all others need to be killed or hidden from the government.

While other countries use it to decide on future money needs for schools, social security, hospitals, roads excreta.
