you unlock the sky stair way by means of the spinda cafe .you talk to a Pokemon left from the entrance of the cafe and it will give you the mission given by scizor it can be any Pokemon and there are many missions obtained this way so try many times to find the one you want.you must have saved scizor from crevice cave first
