I think it's because they weren't planning on having the Zeke character at that time. Personally I think Zack & Zeke are different people show wise, although many fans think he's the same. (he is played by the same actor) But like I said Disney & the writers probably didn't expect to have a bestfriend character for Justin until the second season. That's where Zeke comes in. Also the actor probably auditioned for both rolls. Just my opinion. Disney, the writers, or the show have not mentioned the mix up.
