Megatron was going to kill Optimus Prime with his fusion cannon but bumblebee jumped in and took the hit instead and the blast hit him where his voice chip was and his voice chip was damaged. All the Autobots thought that bumblebee's voice was permanently damaged but in Transformers 2007 he spoke for a bit. In the 2nd and 3rd movie he couldn't speak because he rushed it too much in the 1st so his voice was damaged permanently.
He cant talk in Transformers 1 because he was damaged in battle against Megatron, and he can't talk in Transformers because he didn't socialize enough. He stayed in Sam's gurage and forgot how to talk
