Let's face it... we are faced with reality 24 hours a day, 7 days a week,
365 days a year (366 in leap years). We go to work/school/church, and
face things, people or situations that either irritate us, upset us, or make us
feel generally troubled enough to want to escape.
Like any media or medium, some ways to escape for a brief moment from
our troubles are newspaper Cartoons and/or animated cartoons.
They are not a waste of time if it makes you laugh and make you feel good.
But like all good things, they have a time an place for such.

this question comes up, so I cannot give a full answer.
Well, you're getting into serious psychology stuff here, but it also depends on what kind of cartoons you're talking about.
For example, Tom & Jerry is an enduring slapstick comedy because it favors the underdog, and we all love to see Tom fall for the same dumb tricks over and over. If you're talking about the Simpsons, or Family Guy, it's probably a "At least I'm not as bad as them" phenomenon, which people draw comfort from.
As for Japanese anime... the genre is so varied that it's hard to say, but there's an entertaining thing in all the "supernatural" animes where a punch that shatters a wall barely winds the opposing fighter, so there's an element of 'unreality' that makes for a good escape into the fictional world.
There are hundreds of syndicated cartoons on TV and many date before World War II having been originally made for movies. it is difficult to pin things down. Some Japanese one-shot suspense cartoons were heavy stuff and dealt with scary topics such as a very realistically presented child abandonment. a sample plot- a kid gets into some argument with a pushy truant officer type- and is locked in a closet. The teachers and custodians ignore him. classes are dismissed, it gets dark, kid , alone, is dang scared and in a cold sweat- of course the superhero characters come to the rescue, There are others where in a more humorous vein, kids can pick up crime skills and bad habits- I will admit to having learned how to cut classes from Fred Flintstone. I"ll call up Slate from the diner ( a pay phone) and he"ll never know the difference, next stop, the bowlig alley, heh heh heh. There are cartoons which poke fun of the Blind ( Magoo), Homosexual characters ( Top Cat, Snagglepuss), and even mental retsrdation has been used as a comedy tool ( Baby Huey used to chant (I"m a Mental Retard!) sick sick stuff.
