According to the Wizards of Waverly Place Movie, Alex beats Justin, but then wishes everything back to normal, and by doing that, her full wizard powers are gone, so the battle is still on.

Well actually, Alex still has her powers at the end of the movie where it was back to where she made the wish that her parents never met. When she approaches Justin & Max,she gets rid of the powers and Justin asks why she got rid of it. ...then a HAPPY ENDING !! (where the parrot[gizzel] apperently poops on Maria cb). haha [;
From my resources, they say the wizard who keeps there powers is Max. Crazy as is, I believe it's true. That really gave a trick to the show! Alex and Justin takes care of wiztech.
