Well, the first ever recorded anime currently came from 1907, and the first cartoon came from 1908. Note that the first cartoon that came from 1908 was made by a french guy.
So, Anime came first just BARELY. But the first anime looked NOTHING like the traditional anime today. Infact, from what ive seen, it looks more like a cartoon than an anime.
