steven doesnt live in johto/kanto.hes from hoenn.hes just probably visiting kanto to find out why latios(soulsilver)or latias(heartgold) have came to kanto.however,you first meet him after going out of the pokefan house in virmillion city after getting the lost item.he basically adds latias/latios into your pokegear so you can track it and capture it.the second time you can see him in silph co,after beating red.he'll give you torchic,mudkip or treecko.hes at silph co again,this time he can trade you a beldum for a forretress
