Enter Shoal Cave when it's in low tide, and start exploring. You'll eventually find a rock that's moveable by strength. Move the stone, and you'll find a cavern with icy floors. Go around, and one of the items in there is the Nevermelt Ice. A side note: This is the only location to find Snorunt.
