To catch wailmer in sapphire/emerald/ruby is to go to pacifladog town and fish with a good rod(go to mauville surf like you are going to fortree and talk to the 1st fisherman he will give you the good rod) or super rod (go to mossdeep and go to the space study thing but go down 1 flight of stairs and run north to a house and there will be a fisherman he will give you the super rod) it might appear soon or late depends hope i helped
