First fly to mistralian city (where the flying type gym leader is) when you land in front of the pokemon center walk right and there should be a house with four people in it talk to the one on the top left hand corner she the the move relearner the one on the top right hand corner is the move deleter

In the house at the top left end of Fallarbor town. You need a heart scale(found underwater). If you talk to the man inside, he will take the scale and offer to teach a move to any Pokemon in your party.

Pokémon Black and White's can be found in Mistralton City while the Re-learner was moved to the Pokémon World Tournament building in Pokémon Black 2 and White 2. Pokémon X and Y's can be found in Dendemille Town.
