You cannot get the TM, I am very sorry. But if you raise a Mudkip to its 90s without evolving it(which will take a lot of practice) it WILL learn hydro pump. Good luck! Also, Hydro pump is a VERY strong water move.

or you could train it to 42 i think and save the bother of training it to 90 but personally i thk that swampert should learn it

It's a level-up only move. You can breed some Pokemon and get it as an egg move (and therefore have a young Pokemon that knows it), but it's something most water type can learn... in their later levels (upper 40's- 60's depeding).
