yes you can you have to get fare enough intoo the story and then there will be this red dudes trying to garde you from him defeat them and you and can then kill dark lugia or you can catch him.

Apparently you can catch Dark Lugia in Pokemon ruby destiny,no not the lvl.99 one.you go to Monatami city harbor and set sail to the Kanto region.you will arrive at vermillion city.go west surf on the water and keep going northwest until you reach a giant island.go and you will end up in the time hole.Jagold will then battle you with a cresslia and a darkrai,then he will battle you again with a dialga and palkia.plus those are double battles and don't worry if you cant be able to catch the legendary jagold has 'cause you can.when you see Dark Lugia it will battle you catchable.i say use your master ball 'cause you probably cant beat a lv.70 Dark Lugia with Pokemon at your levels and Dark beam has a base power of 130 and lowers you accuracy and it has 40 pp usage,how cheap is that??????

P.S.you can only go on the boat when you beat the elite 4 and champion

In my opinion ID, you WILL have at least one level 70 legendary Pokemon. For example, Rayquaza. For another example, Regigigas is available right after you learn waterfall. It is actually catchable with ultra balls when it's HP is lower than 5. But prepare AT LEAST 50 ultras. At most, 99. And I did say at most. Oh yeah try to bring timer ball if you have it. 'Cause it almost and I mean almost, not completely, almost work as a master ball if you took 60 or 70 turns. Actually you will take about 20 to 25-30 turns 'cause Dark Lugia has recover. It is so! annoying. It will take 5 or 10 turns 'cause Dark Lugia has HP of about 390.
