Although pickle can mean the food to most, it is also a synonym of a bad situation.
Now what I think Ben was speaking of here, is that hunger for something, is the best bad situation, meaning that hunger could be the worst situation to get yourself into.
I am not entirely sure where he came up with this phrase, but I do believe that this is the meaning.

This was actually an assignment of mine in school years ago. The word pickle goes back to the 1400s. It has a longtime, slang definition, as well, meaning a "predicament." What Mr. Franklin was trying to convey is, hunger is the absolute, best predicament to be in...because if you're hungry; really hungry? You'll be so motivated, you're bound to come up with a solution and rise above your predicament.
