Yellow Shard is located on Hoenn Route 124 west of Mossdeep in Pokémon Emerald. You can dive to the bottom of Mossdeep to catch one.

Catch a LOT of Chinchou. Even though they have a 5% chance of holding a Yellow Shard...

you sometimes find them in mt coronet. or if you want you can go to the valley iron works (you need surf to go there)

we can find the yellow shard in the haunted house

One way anyway is to set up a gallery shop in join avenue. some of the items (the first in the list when at level 10) give different coloured shards
