Sunyshore city. To get there, make sure you have your 7th badge then back to Velistone. Finish Galatic-rush there, and go to Mt. Coronet, the Celestic/Eterna Mt. Coronet. After capture Dialga (diamond) or Palkia (pearl), go to route 213, near Valor Lakefront. If before you find a trainer blocking your way, now he's gone. Get through the route and there's Sunyshore!
To get the gym: go to Vista Lightouse, then talk to the yellow-haired-hair named Volkner. He is the Gym Leader. After that, find the gym by yourself. If you find Flint blocking your way, talk to him than he's go. Get in and Get ready for electric Battle! Make sure you have Ground type before go in, or Pokemon with ground moves.
The 8th gym is in Sunnyshore City, and you have to do something before you get there, and i think it is you have to defeat Boss Cyrus of team Galactic first, but Im not sure... Oh! And when you defeat Cyrus, you should try to catch Dialga. It is really useful to have that Pokemon because it really helps you defeat the first of the elite four and by the way the person that helped you with the psyducks, Cynthia, is the Champion that you have to battle after you defeat the elite four! It was previously locked but once you get the rest of the badges, it will be open.
The leader of the gym is Giovanni.
He is rather difficult; he uses the same Pokemon that you fought against earlier only much tougher.

Travel to Mahogany Town and defeat Gym Leader Pryce, who uses Ice-type Pokemon. Remember that Ice is weak to Fighting, Fire, Steel and Rock type attacks. Fly to Goldenrod, where Team Rocket has taken over the Radio Tower. Defeat Team Rocket and you will be able to progress beyond Mahogany Town.

Fly to Mahogany town, and from there make your way to Blackthorn City. When you arrive, you will be able to challenge and defeat Gym Leader Clair. She uses Dragon-type Pokemon, which are weak to Dragon and Ice attacks. When she loses, however, she will be too frustrated to award you the final badge.

Exit the gym and Surf north until you come to a cave entrance. This is the Dragon's Den. You must reach the shrine at its center before Clair will award you her badge. You are now able to head onto Victory Road and challenge the Elite Four.
