Because Sailor Moon (the anime, at least) is currently out of licensing in the United States, it is not possible to easily locate legitimate DVDs, such as those for Seasons 1 and 2 by ADV, or Seasons 2-4 from Pioneer/Geneon. I don't know how you download it in english, but I saw on youtube Sailor Moon episode 200 there is a fandub. The starting song has a bad singer but everything else is fine. The people in Sailor Moon episode 200 were saying english. No other language.It's a little violent. You can't; royalty-free clips of Sailor Moon don't technically exist. Sailor Moon is a licensed program and as such, any distribution of it outside of the original series is considered a breach of that licensing.
However, clips of the series have often been extracted to make fan-made series or fandubs of the series, or to stitch together out of sequence in short anime Music Videos. While these uses could be argued to be "Fair Use" under United States law, it is Japanese law that undoubtedly prevails when it comes to the proper use of Sailor Moon footage.
The Japanese animation studio that owns the rights to the original anime, Toei, has on occasion, exercised its rights over the animated series and how and where it is shown and distributed, including removing episodes from sites like YouTube.
