To get Celebi on your browser, you have to complete all the quests then go talk to Ollie's mom and she'll tell you to go talk to Ollie in Vien Forest. Ollie will tell you that he wants Celebi to restore the forest, and you have to go find it. Find the dock where Blastoise is and ride a Floatzel into the next map on the left. Ignore the first dock you come to and keep going. The second dock you come to, get off and Celebi will appear and run away. You need Doduo to run after Celebi in order to catch it.
