Well, first of all when it freezes, you have to go on a really long adventure to unfreeze it. The last part of that adventure is when you vs. black or white kyurem. Still, after that, Opelucid City is still frozen. Don't worry. If you talk to Drayden , which will be standing in front of a building, he says that the ice is slowly melting, and he thanks you for your help. It should be fully melted after you defeat the Elite 4 and the champion, Iris.
