Fullmetal Alchemist doesn't take place in our world, it doesn't have a definite time period. Arakawa based it off Industrial-period Europe, but the fact is, it's its own world with its own time.
In the anime, they get poofed to WWI - ish Germany, but FMA is it's own world. Unlike animes like Fruits Basket or even Inuyasha, set on...Earth with a time frame and country, FMA isn't in a specific time period
