When Annabeth and Percy first met, Annabeth didn't like Percy that much, not as a friend, or anything. But in the first book, Percy, Grover, and Annabeth go on a quest to retrieve Zeus's master bolt. That is when Annabeth started to like Percy as a friend. As the series continues, the two become closer, and start to have feelings for each other gradually. By the third book, the Titan's Curse, it is certain that they both have feelings for each other. And finally, in the fifth book, they finally hook up and start dating.

It was probably Rachel who liked Percy because she just randomly kissed him at the beginning of the Last Olympian, but i don't believe Percy ever liked her considering the fact that he liked Annabeth first.
