Charge buildup between the plates of a capacitor stops when the current flow through the capacitor goes to zero.

When a charged capacitor is connected to a light bulb, the current flows from the capacitor through the bulb, causing it to light up. Initially, the bulb may be very bright as the capacitor discharges quickly, but as time goes on, the brightness decreases as the capacitor loses its charge and the current flowing through the bulb decreases.
As the capacitor charges the led will dim until it's minimum operational voltage is reached and it goes out.

It will either explode right away, or work for a short time then explode. Note though, that the capacitor's polarity only applies to DC voltage. Because AC flows through a capacitor, if there is no DC offset, it matters not which way the capacitor goes.
