No level, it evolves through friendship and happiness. To level him up give him the exp share and then battle with a different pokemon.

Riolu evolves through happiness, so you can evolve it at whatever level you like. You have to get it to have max happiness, and then level it up one level. It will evolve.

It doesnt evolve by level, but by Friendship. Once it has max happiness, level it and then it evolves.

it doesn't evolve at a sertant level. you have to get his/her happiness up and then level him during the day (not at night!)
