It is from the 1970's, I think. The character was drawn roughly, much like a hanna-barbera character. It was a stout, shaggy looking dog that stood upright like a man, had a dry stupid sounding voice and always wore a doghouse on it's head so that you could only see two eyes in the shadow of the doorway.
On the occasion that the beast ever lifted the doghouse vertically over it's head to expose the face, the television audience only got a view from behind of a mangles looking silhouette, while the animated character to whom the face was exposed directly would go into the most dramatic of hysterical conniptions as a result. Most often passing out or literally "falling to pieces."
If I recall correctly this character was a superhero sidekick, but I am uncertain of who the superhero was. My recollection most closely associates the character to plastic man. I can visualize plastic man going to putty whenever he gets a glimpse. I am not at all sure that this is right. At any rate the hero and sidekick had a similar relationship to that of Blue Falcon and Dog Wonder.
I seem to recall it's name to be "Hairy-Scary" but I cannot find a single trace of this character anywhere on the web except for in questions like this one. I am unsure and baffled but know that it existed once upon a time.

My kids used to watch this cartoon in the 80's, the dog's name was Yuk, and he was said to be the world's ugliest dog. His super power was scaring the bad guys so much that they couldn't move and would be captured. If he took the doghouse off his head when he wasn't catching a bad guy, his master would yell "Yuk, put your doghouse back on!" I seem to recall that the master and the dog were one of several odd super heroes on this cartoon. Geeeze, I miss the 80's!
Edit in- The cartoon was called Mighty Man and Yukk
