Middle-earth doesn't have a capital. It is a large number of kingdoms and areas ruled by different people. The King in Gondor was the human who controlled most of the northern territory ruled by Men, but had limited power over the dwarves and elves and far away areas. In the Second Age, the North Kingdom of Arnor and the Kingdom of Gondor were the two main realms. Later, after the fall of Arnor, the Kingdom of Gondor and the Kingdom of Rohan were the primary human realms.
