Why woudn't anybody answer this question?Anyways,to unlock Marine Resort in Sky is the same way as in time,when Manaphy comes back,do a few missions and Manaphy will tell you about Marine Resort then you cna go there.

∙ 12y agoif you recruited palkia (joins your team after 2nd visit), cressilia (outside house after defeating darkrai), and manaphy (will join your team 3 days after defeating darkrai)with the marine resort unlocked (after having manaphy recruited for 3 days) you can evolve your starter Pokemon and partner
