Jules Verne (1828 - 1905) best merits this title. He wrote novels such as A Journey to the Center of the Earth, 20,000 Leagues under the Sea, The Mysterious Island, To he Moon and Back. Which might not be considered Science Fiction but, the way he would describe things well beyond his time, such as a submarine, paved the way to modern science fiction.

Jules Verne is generally considered the founder of the genre. Hg Wells, numerous pulp magazine authors and editors, came later. Science Fiction did better in magazines and comic books than in regular bookshelf form, sadly. the Gernsback edited Amazing Stories was a powerful engine of change in this arena.
