They say to dive at that spot then with a Pokemon that knows dig use dig after reading the wall in the chamber then with a relicanth last and wailord first look at the dots at the last room and you will open the regis tomb's.

Follow the path til you see an inscription with apparent dots in it. Resurface there and you'll be in a cave. Go read the inscription then use Dig. Go into the opened up room. Here make sure Relicanth is in the first party slot and Wailord in the last slot, read the inscription and the caves will be opened up after an earthquake. In Emerald, you have to put Wailord first and Relicanth last in your party slots. Regirock will be found in a cave in the desert on Route 111. You have to read the inscription there then go right twice, down twice and use Strength. It'll appear. Regice will be found in a cave located in Route 105. Read the inscription then wait. A cave entrance will open up and you'll see Regice there. Registeel is in a cave on Route 120. Read the inscription there, go to the center of the room and use Fly. Go into the cave door and it's in there. You can't catch Regirock, Regice or Registeel in Platinum in the wild without a special Regigigas acquired from a Nintendo event. In Diamond and Pearl, you can't catch them at all in the wild unless you migrate them from Ruby, Sapphire or Emerald.
