After defeating Volkner go to the beach in sunnyshore and your rival will harass you about getting stronger and then this girl( Jasmine) will give you the HM waterfall because your friendly rivalry made her happy somehow.

∙ 14y agoafter you beat the 8th gym go to the north beach in sunyshore there jasmine (6th gym leader from gold/silver/crystal) walk up to her and your rival will come after he is done talking to you jasmine will talk to you and give you TM 08 waterfall
