Although there has been tons of speculation dating back to the 1930's, it has never been proven. Personally, as a life long Kate fan who's pretty much read every single thing even written about her (both the true and the down right ridiculous and completely fabricated), I do believe that she was bisexual.
But seeing as she is no longer with us, it seems doubtful that we'll ever know for sure if she was or wasn't. Unless any compelling and definitive evidence to support the rumors ever comes to light in the future, which is pretty doubtful.
