Unlike in the original silver and gold games on heart gold and soul silver you have to wait until after you beat the eight gym leader, then professor elm will call you and tell you that the kimono girls wanted you for something, then you can battle them, but be warned they are the hardest battle yet, there is no resting in between them and all their Pokemon are high leveled. After beating them they will give you the final key to catching the ho oh (heart gold) and lugia (soul silver).
