If you are playing on the cartridge version Professor Ivy's lab should be closed, just head over to Tangelo Island and progress with the game, you shouldn't worry about her right now. If you are playing on the PC version, just head over to Valn-Tang and you should see a building just before the beach. That is her lab and she can be found inside.
