There is no cheat code, but you can get the Master Ball by winning the Goldenrod City Lottery Corner with all numbers on your Pokemon ID matching the lucky number, or by beating the final Johto Gym Leader, Clair, getting her badge in the Dragon's Den (you don't battle her there), then you should receive a phone call from Professor Elm who says he has a gift (Master Ball) for you.
