∙ 13y agoTo use the HM03 Surf in Pokemon SoulSilver Version, you will first need to acquire the Hidden Machine. You can obtain the HM03 Surf as a reward by the old man inside the Dance Theater in Ecruteak City for saving the theater from Team Rocket. Once you have successfully used the HM on a Pokemon that can learn it, simply move to the side of a body of water and click "A". Follow through the dialogue, and then you will be Surfing.

∙ 12y agoFirst, you need a Pokemon with the HM Surf. You also need the right gym badge for this. Then, go to a lake or something. Press A and it will surf. At least to the best of my knowledge. Haven't played it much.
