On the right-ish side, you'll notice there's little boxes across from your items. Those should have the number 0 in them. Just type in 1, or however many you want to remove from your closet, then visit your inventory, and those items that you chose to remove from your closet should be there.

Wearables on Neopets have a small clothes-hanger icon surrounded by a circle in the bottom left-hand corner. Any item without that mark isn't wearable, and any item with it is.

You could visit the Second-Hand Shop. It gives away wearable items that other users have donated.
Not really, Neopets is where you own a creature (ex: Kacheek) and you can buy them food, clothes, toys, and other items like that. You can play games to earn more neopoints (which can be used to purchase stuff) and you can battle in the battledome to make your neopets stronger. I guess you could consider it one, but in my opinion it's not.
To remove your clothes on CP, just click on them on your profile and they should go away
