How do you move the lvl 30 ghost in Pokemon Tower in Pokemon Yellow?

In order to defeat the level 30 Marowak Ghost, you first need to obtain the Silph Scope. It can be found in the Rocket Hideout (under the Rocket Game Corner in Celadon City) after defeating Giovanni. If the Silph Scope is in the items list, then when you return to the Pokemon Tower in Lavender Town, you will see the ghosts for what they are, and be able to fight the Ghost Marowak (but not catch it). That is the only way to move past.

You will need to travel to Celadon town and go into the game corner and there will be a team rocket out the back talk to him and you will battle then you go down these stairs that opens up and go down. If you keep going for a long time you will eventually find Giovanni. Defeat him then you get the silph scope. Go back to the tower and all the ghosts will change into pokemon.

If this ghost is on the 7th floor it is probably the marowak that three team rocket members killed while collecting cubone skulls you can't catch it but with the silph siphon you can put it to rest by battling it.

There is no Lavender Town basement. I assume you mean the top of the town. You will need to beat Team Rocket in Celadon to obtain the Silph Scope in order to even be able to defeat anything in the Lavender Pokemon Tower (your Pokemon will be too scared to move otherwise and the ghost cannot be indentified although 90% of the time it's a Gastly). Head up the tower and defeat the Ghost of Marowak, then you can get into the top of the tower.

In Firered and Leafgreen that glitch has been taken out so you will need the Silph Scope.
