You use the PMD editor to make any model that you want, you can also edit other models like their hair or clothes but be careful some people don't like it when others edit their models like Nanami or like Anomaro who may let you if you ask him.
You can also use a program called metaseq but 3d modeling is hard.

Go to http://www.geocities.jp/higuchuu4/index.htm and download the first link under 1.2.
There is also an English version, where you can get automatic hair and tie movement. Go on YouTube videos to find more models. They don't have a physics engine, but they are good quality. You can also get accessories and backgrounds for your model, plus models with different outfits.
look on media fire and scratch these kind of things. its hard to find stages.

PMD editor is only in Japanese
it is hard
some creator do not like their work being edited
