How do you get octillery on Pokemon Ranger guardian signs?

Go to the Eastern Sea. Go into the cave. Go directly down. There is way entrance there. However, the water spurting from the entrance is too strong. Go the other way until you see an entrance that leads upward. Go through it. Octillery is there.

Octillary can only be found in the Marine Capture Challenge, in Summerland. It has a medium-sized shadow.

You can find it in the Sky. However, it is hard to capture on a Latios/Latias, and is impossible to capture on a Starapotor. I have not captured one yet.
