Licensing issues involving Disney can be difficult.
While the show would have had permission and rights to the footage and use of characters for the original airing of the episode, rebroadcast (reruns) and DVD rights are not always included in the contracts.
However I should point out this isn't just a TLC vs Disney "thing", it is very common in the TV and Film industry to have "limited" rights to something which was used in the original airing/screening vs what can be used on DVDs.

There's 4 theme parks: Magic Kingdom, Hollywood Studios, Epcot, and Animal Kingdom. 2 Waterparks: Blizzard Beach and Typhoon Lagoon. There's the downtown Disney area which has alot of shopping and restaurants. There's also about 25 resorts, all with their own specific theme and very different experiences. There's a sports center (Wide World of Sports Complex) plus golf courses, spas, and watersports. Basically, anything you would enjoy doing on your vacation... you can find it there.
Disney is a conglomerate because it is a corporation that has divisions that engage in totally differant things. There are the amusment parks, television shows/channel, plus the original movie studios.
Because boys don't buy Disney Prince merchandise. There is a much larger market in Disney Princesses, plus, with the exception of a few, Tarzan, The Jungle Book or Atlantis for example, the main character in Disney movies are female. However, you do see some of the Disney Princes in the parades and live shows in Disney World. I've never been to Disneyland but I would assume there as well. I do know for a fact that Gaston has a meet & greet in Disney World & I recall seeing a photo of Aladdin at the Magic Kingdom as well.
