Yes, it can be used on Obelisk's activated effects (Divine Wrath does not target) and most of the time, Ra's Ignition Effect effect, but when Ra summons itself, no effect apart from its own can be used in the response chain. So if Ra uses its Trigger or Ignition Effect in response to its own summon, Divine Wrath can't be used against it.

Since all Lightsworn cards are Light Attribute, cards like Light-Imprisoning Mirror work very well against it. Skill Drain could work too. Another card that's a real Lightsworn killer is Dimension Fortress Weapon, it prevents your opponement from sending any cards from the deck to the graveyard. Macro Cosmos decks work really well against Lightsworn too, you can find a very good example in the related link. ;)

No, you can use Divine Wrath on your own activated monster effects if you wish. Just as long as it is indeed an effect that activates and therefore uses the chain.

Skill Drain will negate its continuous effect. It can be used as Synchro Material if Skill Drain is active. Most Monster Effect negation cards will work when it activates its Ignition Effect. Divine Wrath can stop it, as can Solemn Warning, and Royal Oppression.

When "Black Rose Dragon" is Syncro Summoned, the controller can choose to destroy all cards on the field. You can chain "Torrential Tribute" to the effect of "Black Rose Dragon", but the result is the same. The chain will resolve and "Torrential Tribute" will destroy all monsters on the field; but the effect of "Black Rose Dragon" will remain and the rest of the cards on the field will be destroyed. If you want to stop "Black Rose Dragon" from destroying all the cards on the field, "Black Horn of Heaven", Horn of Heaven", "Solemn Judgment", "Thunder King Rai-Oh" and "Royal Oppression" can negate it's Summoning and "Divine Wrath" can negate and destroy it when it tries to activate its effect.
