In Pokemon Silver, the three legendary dogs run off into the wild and can be encountered randomly on any route, except for the one between olivine and the island town with the fighting type leader (sorry, I forget the name).
If you have encountered him, but he ran away, you should be able to track his movements in the pokedex under "Area" (Entei is way down at the bottom of the pokedex with the other legendary Pokemon). I suggest having a level 35 Pokemon in the front of the party then using max repels as you run through the grass so you block the noobemons and only encounter Entei (or Raikou, if you don't have him yet) as he is level 40 and will appear if you are in the right area (If you hit them and cause damage, the damage sticks with them even after they run so you can whittle down their health with False Swipe).
Whenever you change zones (Go from a route to a different route or a town, enter a door, or use fly), the legendary dogs will move to an adjacent route. However, if you use fly, they will move to a random route and it will likely NOT be anywhere near where you are.
WARNING: As their health gets lower (read: easier to catch), they start running more erratically, sometimes moving 2 routes over instead of just one. This gets incredibly annoying, so you may want to use the cloning glitch to get some more Masterballs.
