In order to climb to the Tin Tower in Pokémon Gold, you will first need to access the stairs to reach the third floor. Once on the third floor, cross the tiles to reach the fourth floor. Once you reach the middle section of the tower, make a jump down two platforms. This will grant you access to the seventh floor. Then locate the teleporter which will lead you to the stairs. These stairs lead directly to the roof of the tower.
