You need to get old rod from emerald but you beat Norman and the sailors gone so i cant get it and i have no Pokemon to teach surf to what do i do?

You don't actually NEED the old rod. It is pretty suckish. If you got the water type starter, you always have a Pokemon to teach surf to. :)
