You can't find Suicune or soulsilver why because i didn't catch him?

Suicune is playing hide and seek so you have to find him. Suicune is north of Cianwood City and then outside of the entrance of Mt. Mortar on Route 42. You can then find it in Vermilion City in Kanto, it will next be found on Route 14. You will then find it outside of Bill's house on Route 25 once Misty is back in her Gym. If you knock it out then you will have to battle and defeat Lance in the Indigo Plateau so that it will respawn however it will respawn in the Burned Tower in Ecruteak City.

first off you DONT need an action replay to get suicune. Now on to the answer... when i went east of bills house after i went to route 13 it was at the point in my game when misty was there so i didnt meet suicune there at that point. i tried flying to cerulean and then going back to bills but suicune still wasnt there, it was only after i defeated misty that suicune appeared up the steps to the east of bills house. hope this helps if not message me and ill see if i can help further (rpg_17@hotmail.com)

to catch suicune, you had to of started with charmander in leafgreen and firered and had to of defeated the elite 4. he is then randomly encountered in the wild. if you didnt start with charmander,you can still catch one of the 3 legendary dogs. to catch entei, your starter has to be bulbasaur and you had to of defeated the elite 4 and is randomly encountered in the wild, the same with raikou if you started with squirtle. i hope this helps you!
